




The 9-1-1 Mapping & Addressing office provides direction and oversight for the Lincoln County Enhanced 911 system. The office monitor's and actively participates in regulatory issues impacting 9-1-1 service at nationally, state, and local levels. They make sure the 9-1-1 System is paid for and properly functional. They monitor and correct the misrouting of 9-1-1 calls to Public Service Answering Point (PSAP). They monitor competitive telephone companies to ensure consistent level of service within the entire county. They require all Competitive Local Exchange Carriers (CLECs) to enter into agreement with Lincoln County Government. The office is the “addressing authority” within Lincoln County (including the municipalities). They handle all addressing matters within the county. Persons wishing to obtain a new address need to contact their office. Electric or phone service can not be provided within the county unless a person has a valid physical 9-1-1 address. Street names and range of address numbers must be approved by their office, to prevent addressing conflicts. The office established and maintains the 9-1-1 Master Street Address Street Guide (MSAG) which is provided to CenturyTel, who maintains the 9-1-1 phone database for all of Lincoln County , even though there are three Major phone companies within the county. The MSAG is crucial for determining which emergency agency is to respond to a 9-1-1 call. They also provide and correct Automatic Number Identification (ANI) and Automatic Location Identification (ALI) data to CenturyTel on a daily basis. Corrections are sent to CenturyTel daily, who has 48 working hours to correct database errors. They maintain a digital Lincoln County map database. All roads, streets, and lanes within Lincoln County were mapped using the Global Positioning System (GPS) technology. The office uses a lap top computer and GPS technology to map all new roads and streets, to maintain the County map. New streets and address map data is available to the Lincoln County Communication Center and to all emergency agencies (ambulance, fire, and law enforcement) on a daily basis. Their office provides and maintains an automated mapping system to the Lincoln County Communication Center , which automatically displays the location of a 9-1-1 caller’s address on a computer map. They currently have the capability to accept Phase I wireless calls, showing the wireless caller’s phone number.
